Binscii problem

Ok, here's the problem.  I have a IIgs with 1 3.5" and 1 5.25" drives. 
I have a file I need to decode which is >700k so it is on a 3.5" disk
and needs to decode onto another 3.5" disk.  Is there a binscii util
that is smart enough to handle single drive/different disk decodes?  All
the ones I've found balk at doing this.  Or maybe a PC or Unix binscii
decoder.  That would work for me too.  Any help anyone?
