The program is called Toner and is IIgs specific, according to the about box 
released 1989. It generates and plays several DTMF tones, including 
nickel, dime, quarter tones.  It would be relatively useless as a redbox 
unless you plan on hauling your GS to the local payphone <additionally 
you can build a hardware redbox from scratch for less than $10>.  The 
program does play an extensive range of different tones, including the 
not-so-common ABCD tones sometimes used in PBX systems.  If there is an 
interest I can post the program on binaries.
