No. It is only possible to do a low-level format of a ProFile on an
Apple ///. The big catch: doing this requires special software for the
///, and also a special CPU/ROM which is installed in the ProFile. This
was never available except as a service provided by Apple dealers. The
only way you are likely to be able to do this now is to find someone who
salvaged the necessary hardware and software from a dealer.

No. You need the Apple II ProFile card to use the drive on an Apple II.
I haven't seen the Apple /// card, but I expect they are the same apart
from the addition of a ROM on the Apple II one (containing the boot code
and ProDOS block driver).
