When I questioned him further, it turned out that he could not hear any
sounds from the modem and he had no modem documentation. Since my wife was 
visiting and we had not received your helpful hints yet, I had my wife 
buy a new modem over the weekend, they installed it and now he is up 
on-line. 

Thanks to all who offered help. I'm forwarding your suggestions
which should help him if he has problems in the future.
