ROM 3 boot anomoly?

I recently bought a ROM 3 motherboard. When I boot up it shows
the splash screen then after a couple of seconds it beeps and
redisplays the splash screen and proceeds to boot up normally.

If I warm boot the computer after this I don't get the "delayed
second start". Is this normal with ROM 3 motherboards?

I also noticed that this doesn't happen when I remove my
Sirius RAM card (7MB on the card) and start the computer.

The RAM card seems to be working fine. And, I didn't get this
when I had the Sirius RAM card in my ROM 01 (with 8MB on the
card). So, I don't think its the RAM card. Unless, it has a
problem with only having 7MB installed. Any opinions out there?
