csa2 FAQ now readable from Netscrape for Windoze

For some odd reason, Netscrape 2.01 and 3.0 for Windoze 3.1x and Win95
would abnormally stop downloading the c.s.a2 FAQ in the middle of a
ftp link.  (I definitely noticed this from my machine at work;
interesting that nobody emailed me about it). This seems to have been
due to the style of the ftp links generated by the text -> html
converter Dan DeMaggio used.

   Well, after changing the ftp links so that they worked better (the
link says ftp://, but if you take the link, it follows a http://,
which works a heck of a lot better on sites with limits on numbers of
ftp users), it loads fine now.

   If you've wanted to read the _whole_ c.s.a2 FAQ on the web over the
past month, and haven't been able to, please try again. The URL is:
