Need 8-bit launcher

I am looking for an 8 bit launcher program which can be passed
the name of the Application _and_ "Data" file. Hopefully, in a
menu type set-up or other easy to navigate set-up.

What I am trying to do is use my IIc+ as a game machine for my
kids. I thought I'd use DOS 3.3 launcher and a number of DOS 3.3
game disk images on a 3.5 inch disk. Then, they could just pop
a disk in the drive and get a menu of games they can play.

The only ones I can think of are ECP8 and Davex. But, I assume
that these are more command line oriented and a little too
cumbersome for the kids to use to launch programs.
