At some risk, I'm replying without checking the IIc documentation...

If it is at all like the //e, if the keyboard is disconnected, it
looks like both "Apple" keys (or Command and Option, if you prefer)
are held down.  In the //e this forces repeated self-tests.

I don't know if the same holds true for the IIc, but it's something
to check.
