I don't know for sure what this is, but the Z8530 is a serial interface
chip (the same chip used in the Macintosh and the IIGS).  It provides
two serial ports, so the two connectors labelled "Port A" and "Port B"
make sense.

My suspicion is that this is some kind of fancy serial interface card.
