re: GUPP1.03 docs

In reading the docs describing the use of GUPP.placebo, I'm not sure if I
understand exactly what to do. The docs explain,

" GUPP.placebo is just that-- something that uses the same amount
of memory, but does nothing. Why is it included? Some people reported
problems after installing GUPP, which may be caused just by installing
another program. To use properly to see if GUPP is the cause of any
problems, put both GUPP and GUPP.placebo in your system.setup folder,
but only activate _one_ at a time." [continues below]

I take this to mean that only one should be activated at any given time.
Or does this mean that I should activate one, reboot, then activate the
other, then reboot?

"They must also be next to each
other in the catalog (NOT what the Finder displays in alphabetical
order, but what you can see from Basic's CAT, ProTERM's file listing,
or the like)."

I used ProSEL to accomplish this, since they were not next to each other
when I checked. Is there any order in particular in which they should
reside in the system.setup ?
