The two banks of DIP switches do entirely different things.

The first bank emulates 16k RAM cards in the slots, depending on how they're
flipped.  The second bank enables slowdown for each slot.  Switch
8 on each bank controls how fast the transwarp goes.  I don't have the manual
in front of my, and the TW is in the //e currently elsewhere doig service as
a linux terminal, or i'd list  you off more information.

As I recall, down on the second bank is slow, and up (on) is fast.
If you have floppy drives, their slot should be set slow (unless it's a
UDC.  the UDC could handle fast, i believe... even for 5.25"s).
