Hmm. Maybe the answer to this should go into the updated FAQ?

Anyway, if lynx is configured in the standard fashion, it will look for a
special file in your login directory to find out whether to use ASCII or
binary mode for FTPing files. On UNIX systems, the file is generally
called ".mime.types", and on VMS, it's usually called "MIME.TYPES". I
don't know what it would be called on other operating systems.

Inside this file should be a list of "MIME" file types and the filename
suffixes that correspond to them. Any file whose filename suffix appears
in this file will be FPTed in binary mode.

For example, on my UNIX system, I have a ".mime.types" file with the
following contents:

application/x-Shrinkit shk SHK sdk SDK
application/x-BinaryII bny BNY bqy BQY bxy BXY

This tells lynx to download Shrinkit and Binary II files in binary mode.
It isn't 100% foolproof, but it works correctly for most files on the
major Apple II FTP sites.
