Actually, the solution is quite obvious.

Since the arrival of Dr. Tom, csa2 has seen him upload pirated
software, lie about his leaving csa2 (more than once), babble on
about 5D sound from his laughable VAMPS disk, provide completely
misleading and incorrect information to other users, and continues
to personally attack a reputable and talented Apple IIgs programmer
(Nathan Mates).

Dr. Tom's contribution to this newsgroup is a complete comedy of errors. 

The solution to the chaos in csa2 is not to moderate the newsgroup,
but to moderate Dr. Tom's postings.  I'll volunteer.
