This is true, I recall attempting to use MouseDesk to launch several
Apple IIgs specific (ProDOS 16) programs when my IIgs arrived. I had
little or no luck, so about two weeks later I purchased a copy of
System 3.2 from the local usergroup. I was rather annoyed, System 1.0
had no useful function, other than perhaps graphically viewing the
contents of a disk. The Double-Hi-Res Pascal based "Your Apple Tour of
the Apple IIgs" disk was no less impressive. ;)

The very same applied to Canada. In fact the reason I had to purchase
System 3.2 from a usergroup (who downloaded it from the United States)
was the local Apple dealer claimed not to have it yet. I don't remember
the situation with ROM upgrades, but at least my system came shipped
with the ROM 01 chip (Jan 88). Unfortunately it didn't include a free
256K Memory Expansion Card, which I had to purchase separately. If it
had been purchased in the US, I'm sure this would have been included.
