Actually, yes there is a way.
All ADB devices have a device number (from 0 to 15), which can be changed by
software. Keyboards normally power up at device number 2, but a program
that wants to work with more than one keyboard can move the second (and
subsequent) keyboards to other device numbers. Then each keyboard can be
accessed individually.
But (as I understand it) only the one keyboard that stays at device number
2 can be accessed by the normal "read from $C000, write to $C010"
technique. The others must be accessed through ADB commands.
The full instructions for moving alternate keyboards to new device numbers
can be found in the Apple IIGS Toolbox Reference, Volume 1, on page 3-4.
I'm unaware of any programs that implement this procedure.
