EXE is different things, depending on where you got it and what it is for.
 On the Apple II, EXE is the filetype for some self-extracting files.
However, EXE is also the filetype for executable programs on PC computers.
 The VAST majority of EXE files in the world are PC programs and cannot be
used on an Apple II.

To get a better answer, you'll have to give more details.
