Yes, it is called P8CDA and was written by Dave Lyons.  It is/was
distributed by Roger Wagner Publishing, the publishers of HyperStudio.

One word of caution, many CDAs are linked with an option (FastData?,
sorry I can't remember) that P8CDA doesn't understand -- or at least
the version of P8CDA had this problem.  I discovered this with a CDA
that I wrote and was able to use the CDA after I compiled and linked
with option -x so that the old load module format was used.

So... older CDAs will probably work okay (unless they require a P16
or GS/OS feature) but newer CDAs will probably choke P8CDA.
