There was such a program which used to be published by Roger Wagner. It
was called P8CDA.SYSTEM (I believe), and loaded any CDA's which happened
to be in the same directory as the program itself. It then went on to
launch BASIC.SYSTEM, or whatever ".SYSTEM" program there was. (At least I
think that's what it did.)

I believe you can still get it from Roger Wagner, Inc. I don't think it
has become public domain.
