It should be saved as TXT and you use EXEC from BASIC.SYSTEM to execute
it to create a SYS file.

ResEdit will. Set creator to "pdos" and filetype to "TEXT". You can
then use the HFS.FST on the GS to move it to a ProDOS disk and EXEC it
from BASIC.SYSTEM. Just don't create a resource fork on it or else it
will be unusable under BASIC.SYSTEM.
