Key Extender INIT

Does anybody know where I can get the Key Extender INIT by Bill Tudor?  
It's nowhere to be found on Ground or Caltech.  I read about it in the 
HotKeys docs, and it's exactly what I need to add functionality to my new 
found function keys.  :)  Any ideas?  Thanks!
