Okay. I know for a fact that I added Double Hi-Res support to
the Second Sight.  I remember playing King's Quest for the IIe
(which uses Double Hi-Res). I remember using Bank Street Writer
in monochrome double hi-res mode. 

 Apparently Sequential can't get their act together, and has either lost
the update, or is just being stupid.  I suggest everyone bombard
them with email and phone calls (800-759-4549), and if you paid
for an update in the past six months and still don't have
a double hi-res, demand a new chip or a refund.
