	How are you tring to access ground?  If you are using something
like 'lynx', press [shift]-D on the link in order to d/l.  If you are
using an 'ftp' command from a prompt, use the 'bin' command to switch
to binary, then 'get [filename]' or 'mget [file*wildcard]' commands.
	The other possible problem is that the file which you are
trying to d/l has improper file protections, which simply means that
you are not allowed to d/l it.
	Finally, the address for ground is ground.isca.uiowa.edu.
