Yes.  Use nulib.  It will unpack the .shk file and produce a prodos-order
disk.  If you need a dos-order disk, then you will have to use the mapper
program.

I originally got nulib from the caltech site, but that site seems to have
had problems lately, so if you can't get it from there, you can find the
source code at ftp://myriad.alias.net/pub/unix/compression/nulib324.tar.Z
