Actually, it's much simpler. It's the first Sunday in April and the last 
Sunday in October. If a state is split into two time zones, they can have 
the western portion stay on standard time, so the whole state will be on 
the same time for the Summer months. Not all eligible states do this. 
Arizona is the only state which never goes on Daylight time. And of 
course, it's just a law, not a Commandment, or Natural Law, so it's 
subject to change from time to time.
