That error message doesn't necessarily mean that your IIgs is short of
memory. It is displayed by Finder if any error occurs with its
StartUpTools call. Low memory is the most likely error condition, so
Apple didn't bother trying to define the error condition more clearly.
It could also occur if there is a missing toolset on disk,
insufficient memory in bank 0, memory corruption affecting various
toolbox data structures, etc.
