yes, a IIGS will handle a 14.4K modem fine (lots of folks are using
28.8K modems these days, too). Just be sure to get a "high speed" modem
cable (a hardware handshaking cable).
Good programs for use with this are:
Pro
ProTerm 3.1 (from InTrec) which is an 8-bit program that also works
on the IIe/IIc...costs about $75-80. 
ANSITerm (from Parkhurst Micro) which uses the IIGS text screen and
has full ANSI emulation.
Spectrum 2.0 (from Seven Hills) which has scads of new features. About
$65.00, but that price may have gone up a bit.

I know that there is a demo of ProTerm available on the ftp sites;
not sure about the others. As for the piggyback RAMcard, I am not sure
about that, but both Sequential Systems and Alltech Electronics have
recently released new RAM cards that can go to 8 MB. Someone on Genie
reported getting the Sirius card from Alltech, with 8 MB installed (via
SIMMs) for $199.00.
