Simple algorithm;
  First Sunday in April : Daylight Savings Time ON
  Last Sunday in October: Daylight Savings Time OFF

until Congress changes it or you live in a couple states which do not
observe DaylightSavingsTime changes.  (Parts of Indiana and Arizona
come to mind, but I'm not really sure).

I think we should attribute this feature/option of the GS/OS control
panel to Dave Lyons - who didn't want to stop programming long enough
to set the clock. :-)
