There have been a few third-party files which are called "TOOLnnn",
expect to be placed in the *:System:Tools directory, and use system
toolset numbers.  This is against Apple's rules (third-party toolsets
are supposed to be distributed as user toolsets, not system toolsets),
but no conflicts have occurred, because they have mostly used very
high toolset numbers which Apple would never have reached anyway.

Apple's toolsets are numbered as high as 38 (there are several numbers
below this which are missing).  The "Talking Tools" package from
ByteWorks includes third-party speech toolsets which use numbers 50
through 53.  I have also seen third-party toolset numbers 219 and 220,
but I can't remember what they do (a music program comes to mind).
