For more details on this problem read page 4-22 of Jim Sather's Understanding
the Apple IIe (yes the IIe and not his earlier book the II). He managed to
get an Apple II working with a Rockwell R65C02P1 (1 MHz) while the
NCR 65C02A and GTE G65SC02P-2 both caused crashes. The crashes occured
with particular instruction sequences and video data values.
Alternatively a Zip chip will give you an accelerated 65c02 in a II or II+.
