I'll write down what you should do. See if this is what you're doing or not.
I'll assume that you have shrinkit.bsc in the directory
/mydisk/downloads/.

start BINSCII
Select 'U'ncovert a TXT file
enter '/mydisk/downloads/shrinkit.bsc' as the pathname to convert
enter '/mydisk/downloads' as the prefix to store conversion
BINSCII should decode shrinkit and place it in the directory
/mydisk/downloads
