That sounds like a hardware problem.  Do these lines cross the entire 
screen, including the border?  If so, it's in your monitor.  If not, I'm 
aware of no software problem that would cause it; except maybe a corrupt 
icon.  Are the "lines" multi-colored?  Do they show up in all programs?
