I don't think we are on the same wavelength :)

It sounded as if Larry was looking for a PC-based program to
encode/decode BINSCII to use against files he downloads with his
PC (more convenient access to the 'net) so he can look at the .bsc
files to see if they contain "good" information.

It didn't sound like he was interest in UUencode/decode (he probably
already has access to these).
