There are several binscii basic.system/applesoft executable files on
ground (apple2/useful.stuff).  BINSCII.V103X does seem to be bad, although
I can't see where the problem is.  The code placed at e00 does not seem
to work to change the filetype to sys.  The code at f00 which reads the
encoded data seems to work.  The BSAVE command creates a bin file (
which I am not sure is valid), but the code at $e00 does generate an
error.

Use one of the other 3 executables.  They work, and generate binscii
version 1.03 correctly.
