He will need two things: a parallel card (if he doesn't have one already)
and a copy of the DeskJet Technicla Reference Manual, since the 540 manual
contains no technical information at all (those printer codes are vital).
He will virtually have to write his own "drivers" by specifying the
appropriate codes to whatever program he is using (if that provision is
available). AppleWorks 4.x and 5.x both contain HP DeskJet drivers you can
install from within the program.

He will then find that while he can get good results from any program
which prints directly in text, he will get absolutely nothing from most
graphics programs, such as Print Shop, etc. A clear exception to this is
Publish It!, which gives a high-quality version of the result you can
expect from an ImageWriter, but I don't know of any other Apple IIe
graphics programs which support printing from a DeskJet.

the DeskJet 540 is a good printer, but for Apple II users it is used to
best advantage on an Apple IIgs under GS/OS.
