You cannot format a disk directly from ProDOS, you must use a utility
written for that purpose.
Most serious ProDOS applications have the formatting utilities built into
them. AppleWriter, AppleWorks, ProTerm, Shrinkit etc... to name a few. The
grind FTP site has the hyper.format utility online.
