I ran into the same problem. Had to replace a chip or two in the bad drive.
Don't remimber which chip(s). I think it was a 74LS----(three digit)
type. If you have several disks, you can swap chips (one at a time) to
find the bad one(s). That is how I did it. Be sure to use a working disk
which you dont mind getting corrupted when testing.

That is the best way.  If you don't feel comfortable doing it yourself,
I will repair Apple Disk ][ Drives for $20.00 plus parts and shipping.
Send E-Mail for details.   PS It is usually just bad chips and less than $5.00
for parts.
