TCP/IP a protocol (language) that computers use to talk to each
other. It is most famous for being the protocol that most of the
various machines on the internet talk to each other with, and
therefore what any machine wishing to join the internet (in more than
a vt100 or dumb terminal sense) must implement.
If your GS isn't connected to anything, TCP/IP is useless. But, in
a networked environment, it is a fun thing to have.
