The "Talking Tools" package from Byteworks produces neat 'computer voices' on a IIgs! For earlier II's, there were programs (e.g. SAM Speech Synthesizer) that produced 'okay' speech. As for a box, I believe that such hardware existed. (You might check out a product called "Echo".)
