The program came from one of our 1WSW team members, Ushi, from Japan.  
Where did you download it from?   It sounds like the original archive or 
the download might have been corrupted.

If you'll send me a blank 3.5 (800k) disk, I'll mail you an updated
and launchable version of the JPEG Viewer program.  Please be advised,
the program will only display jpeg files in 256 greyscale (or black and 
white!).  It will not convert or save them.

If you want it - send the disk, with your return mailing address to me 
and I'll send it back to your promptly by US Priority mail parcel.
