I don't know the value/number of Woz GS's, but I can tell you about ROM 1.
There's no way to upgrade from ROM 01 to ROM 3 (There were three ROM
versions, ROM 00, 01, and 3. I am told that Apple named the third revision
3 instead of 02 to reduce confusion.) except for a motherboard swap. It's
really not worth it; as far as I know, the only benefits are somewhat better
sound quality, more tools in ROM (useful if you're pressed for space on your
system disk), and something else I can't quite remember. Hopefully someone
else can fill in the missing blocks of info I couldn't supply....
