jpeg v6 uploaded to caltech

As I say in the jpeg.v6.txt file on caltech, I wasn't planning on
releasing this quite yet, as there seem to be a couple of minor
bugs, but since my GS died last night (there is a large crater
in the FPI chip) it may be a while before I can correct them.

But, yes it does decompress images in full color (although for a
while I was getting greenscale :) and yes it is still slow.

Enjoy, as I won't be able to for a while :(
