Yes, he's right.

The files you download are all .GZ compressed.  This means that instead of taking 
up 141 KB (the size of an Apple ][ disk) they take up far less space on the server.

What you need to do is download the files and then decompress them.

WinZIP (for Windows 3.x) or WinZIP 95 (for WIndows 95) are the best bet.

These are avaialble from :
  ftp://ftp.cica.indiana.edu/pub/pc/win3/util/

Once downloaded and decompressed, the images are ready to use.
