With hope all things are possible, but there would be no point in producing
such a card. There is no way that it could be kept to reasonable
costs, as much of Mac circuitry would have to be brought in on the
card. Forgive this insulting analogy, but it would be like upgrading a
Fiero to a Corvette: The only thing that wouldn't have to be replaced
would be the steering wheel and the front seat. Why would anyone
bother? The card would be end up containing 80% of a Macintosh and
would cost much more than the real thing.

Maybe you're thinking of the old Lisa that was re-tooled and re-named
the Macintosh XL circa 1985...
