Problem with Apple //c

Yesterday I finally added an Apple //c to my collection, though
unfortunately it seems the motherboard may have been "zapped" by it's
previous owner. After cleaning off years of dirt, and repairing the latch
on the internal 5.25 drive (needed to be re-attached and a spring added)
I discovered the it won't boot floppies! I've checked all the connections
inside, tried cleaning the drive head, etc, but it refuses to see any disks
inserted. It resets the head when you do a cold/warm boot or PR#6, making
the usual sound, but gives up and reports 'Check Drive' as if there were
no disk present. Next I proceeded to connect an external Apple 5.25 drive
to the disk-port. This works after you issue a PR#7, yet something strange
is going on. All software thinks disks are write-protected, and I tried two
separate drives and had the same problem. This makes me suspect the IWM chip
is damaged, the reason the internal drive doesn't see floppies inserted.
I am having trouble getting disks inserted, they get caught half way and
you must fiddle to get it completely inside. I originally thought it might be
misaligned, but then I remembered the problem with external drives...

Another strange thing, the built-in self test refuses to run when
CTRL-SA-RESET is pressed, unless I press CTRL-OA-SA-RESET (both Apple keys).
When it does run, a clicking sound is heard while certain areas of the screen
briefly flash. It appears as though the self-test is running by the look of
the changing patterns, but it _never_ ends.

This is an original Apple //c. The ROM version is 255 and the
motherboard production code is about mid-1984. If I'm not mistaken this
falls within the period //c's were made with the serial port timing problem.
Now for my question -- is it still possible to get the free motherboard swap
and ROM update? If so, this would clear up all my problems. I could use an
acceptable speed modem, UniDisk 3.5 _and_ clear up the problem with the
defective IWM or other zapped chips. If the offer is still available, I
need the that special Apple authorization code which I can't seem to
remember.
