Where Angel?

I found 2qwk! for that Apple IIe friend of mine (who was looking for an
offline mail reader).  The About file says it needs Angel 0.81 to unpack
the packets, and an operating system patch for QWK's "illegal file names."

Where do I find this stuff?!?
