Is there a SimCity 2000 for IIgs?

I am writing on behalf of my nephew who has an Apple IIgs.  Is there a 
version of SimCity 2000 for the IIgs?  

Also, is there a front end to America Online, CompuServe or any other 
online (preferably Internet accessible) service.
