No specific mention is made of any differences in the IIc+ character
set in the 2nd edition of the IIc Technical Reference, so my guess is
that it should be there.

Definitely.  Apart from the motherboard change, they are just an
upgrade of the main ROM.

I can't be certain, but I doubt they changed the video ROM, so it
should be in there as well.

The IIgs and ImageWriter II have the inverse return symbol (normal on
the ImageWriter II) and multi-stripe title bar character in their place.

Apple II Mouse technical note number 6 describes techniques for
accessing MouseText.  It says that the running man is only present in
"early implementations" of the character set, and these characters
should be avoided.

Assuming the IIc+ has the running man, this is a rather unusual
definition of "early", since the IIc+ was the last standalone Apple II.

I wonder what the IIe card for the Mac uses?
