It depends.  What do you mean, exactly?

If you just want a clock displayed on the screen, and the computer is
not going to be doing anything else, then it should be possible by
having the program watch the vertical blanking signal and counting
them off for each second.  You would have to initially set the time.

If you want a more general purpose clock, particularly for
timestamping ProDOS files, independent of whichever program you happen
to be running, then the answer is no.

You don't necessarily need a clock CARD.  The "No Slot Clock" is a
CHIP that provides the time, which should be usable in the Franklin,
provided it has a socketed ROM.
