ROM1 --> ROM3 upgrade?

Can a IIgs with ROM1 be upgraded to ROM3?

I have a bunch of inherited IIgs (at work- yes, we actually use them), and
most of them are ROM1.  One of them is ROM3 (I think), and I have heard
that it's better.  I dunno much about these things, and I can't tell much
difference.

What do I have to change to upgrade?  The motherboard on the ROM3 looks
different- two ROM chips; RAM soldered down; other stuff.

What's different/better about a ROM3 machine?
