I had the same problem with my IIGS monitor, but everything is fine now, since
I made the fix. What haas happened is that your SCREEN and FOCUS potentiometers
on the inside of the monitor (towards the back side) need adjustment. You 
will first need to open your monitor by taking out the screws that attaches the
front to the back monitor plates. (Make sure that the power is off, first!!!
The high voltages present within a monitor are fatal, if you aren't careful!)
Now that the monitor is off, you'll need to unplug the monitor plug so that
you can slide the monitor innards in such a way so that you can adjust the
SCREEN and FOCUS pots. They are black and circular, and are on the back of the
monitor. Once you have conveniently arranged the back of the monitor to where
you can get at it with a PLASTIC screwdriver...reroute the plug you've
unplugged thru the inside of the monitor and hook it up again. Next,
turn on the power, and carefully adjust the SCREEN and FOCUS pots. to your
liking. Be careful not to accidentally touch anything else in your monitor! It
could be FATAL! If you don't feel comfortable doing these adjustments, you
might want to consult with an electrician/technician (or TV repairman) and have
them do it for you....

I performed this surgery on my monitor three weeks ago, and it works great!! 
I don't have the fuzziness after a few minutes, and don't have to turn the
CONTRAST and BRIGHTNESS knobs to maximum anymore!! In other words, my monitor
is as though it was brand new! (And it took less than 15 minutes total!)

Oh yeah, once you've made your adjustments (preferably after you've given the 
monitor time to warm up), take out the plug that you've rerouted, replace the
screws to attach the monitor again (after placing the innards in the monitor
(of course)), and replug your newly-refurbished monitor...and ENJOY!!
